RESOLUTION OF THE CITY OF GOODLAND, KANSAS AUTHORIZING SUBMISSION OF AN EDA PUBLIC WORKS AND ECONOMIC ADJUSTMENT ASSISTANCE GRANT APPLICATION

PURPOSE: AUTHORIZE THE CITY OF GOODLAND TO FORMALLY APPLY FOR AN ECONOMIC DEVELOPMENT ADMINISTRATION PUBLIC WORKS AND ECONOMIC ADJUSTMENT ASSISTANCE GRANT AND COMMIT REQUIRED MATCHING FUNDS

WHEREAS, The Economic Development Administration (“EDA”) FY 2025 Public Works and Economic Adjustment Assistance (“PWEAA”) grant program makes funding available to American communities to plan and implement long-term economic development strategies; and

WHEREAS, the City of Goodland (“the City”) has determined the need to construct electrical infrastructure for the Goodland Industrial Park to bolster economic development; and

WHEREAS, the City is authorized to submit a grant application to apply for EDA PWEAA grant funding, designed to provide investments to help distressed communities build, design, or engineer critical infrastructure and facilities that will help implement regional development strategies and advance bottom-up economic development goals, to accept this EDA award, and to act as the lead applicant; and

WHEREAS, Kent Brown, City Manager, is designated to serve as the Authorized Organizational Representative (AOR) for the submission of the grant application; and

WHEREAS, the City has the financial capability and commits to provide the necessary amount to satisfy a non-federal match requirement equal to 40% of the total project cost of; and

WHEREAS, the City acknowledges that the non-federal contribution of 40% will: (i) be committed to the project for the period of performance, (ii) be available as needed, and (iii) not be conditioned or encumbered in any way that may preclude its use consistent with the requirements of EDA investment assistance. 

BE IT RESOLVED by the City Commission of the City of Goodland that the City be authorized to make an application to the Economic Development Administration for a PWEAA grant requesting $4,123,376, which the City will match with 40% of the cost of the project, currently estimated at $2,748,918, resulting in an estimated total project cost of $6,872,294; and

BE IT FURTHER RESOLVED that the City Commission of the City of Goodland directs the City Manager to execute and deliver any and all agreements and documents relating to said grant and required for purposes of the same and are further authorized and directed if said grant is awarded to accept such funds pursuant to the terms of the grant application.
