ORDINANCE NO. 1821
AN ORDINANCE AUTHORIZING TEMPORARY EXTENDED HOURS FOR THE SALE OF ALCOHOLIC LIQUOR AND CEREAL MALT BEVERAGE DURING THE FIFA 2026 WORLD CUP PURSUANT TO 2026 HOUSE BILL NO. 2481; PROVIDING FOR THE EFFECTIVE PERIOD OF SUCH AUTHORIZATION; AND DIRECTING THE CITY CLERK TO PROVIDE NOTICE TO THE DIRECTOR OF ALCOHOLIC BEVERAGE CONTROL.
WHEREAS, the Kansas Legislature enacted 2026 House Bill No. 2481, which took effect on April 23, 2026. Section 2 of which authorizes cities to allow temporary extended hours for the sale of alcoholic liquor and cereal malt beverage from June 11, 2026 through July 19, 2026 during the FIFA 2026 World Cup;
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF GOODLAND, KANSAS:
Section 1. AUTHORIZATION OF EXTENDED HOURS. Pursuant to 2026 House Bill No. 2481, and notwithstanding the provisions of K.S.A. 41-712, K.S.A. 41-2614, K.S.A. 41-2653, K.S.A. 41-2704, and K.S.A. 41-2911, and amendments thereto, or Section 3-312(3), 3-305, 3-503(a), and 3-807 in the Goodland Municipal Code, the City hereby elects to allow the sale of alcoholic liquor and cereal malt beverage between the hours of 6:00 a.m. and 5:00 a.m. on the immediately following day by any entity located within the corporate limits of the City that:
(a) Is licensed under the Kansas Liquor Control Act, the Club and Drinking Establishment Act, or the Kansas Cereal Malt Beverage Act; and
(b) Is otherwise authorized under applicable law to sell alcoholic liquor or cereal malt beverage in the original package or for consumption on the premises.
All sales authorized by this ordinance shall otherwise comply with all applicable statutes, city ordinances, and rules and regulations governing the sale of alcoholic liquor or cereal malt beverage by the applicable licensee.
Section 2. DURATION. The authority granted by this ordinance shall commence on June 11, 2026, and shall expire at 11:59 p.m. on July 19, 2026, unless otherwise provided by state law.
Section 3. NOTIFICATION TO DIRECTOR OF ALCOHOLIC BEVERAGE CONTROL. Upon adoption of this ordinance, the City Clerk shall submit a copy of this ordinance to the Director of Alcoholic Beverage Control as required by law.
Section 4. PUBLICATION; EFFECTIVE DATE. This ordinance shall take effect and be in force from and after its passage and publication as required by law.
