ORDINANCE NO. 1527
AN ORDINANCE ESTABLISHING A USER RATE SYSTEM IN THE CITY OF GOODLAND, COUNTY OF SHERMAN, STATE OF KANSAS; TO PROVIDE FUNDS NEEDED TO PAY FOR ALL EXPENSES ASSOCIATED WITH THE CITY’S WASTE-WATER TREATMENT WORKS AND REPEALING SECTIONS 14-203(b); 14-204(3) AND 14-204(4), OF THE CODE OF THE CITY OF GOODLAND.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF GOODLAND, KANSAS:
SECTION 1. An account designated for the specific purpose of ensuring replacement needs over the useful life of the treatment works (Replacement Account – Capital Improvement Reserve Fund and Municipal Equipment Reserve Fund). Deposits in the replacement account shall be made at least quarterly from the operation, maintenance and replacement revenue m the amount of$59,200.00 annually.
SECTION 2. The minimum charge per month shall be $4.56. In addition, each contributor shall pay a usage rate for operation and maintenance including replacement and reserve of $1.08 per 100 cubic feet of water ( or waste-water) used (or contributed) as determined in Section 14-203 of the Code of the City of Goodland, and an additional $0.00 per 100 cubic feet of water (or waste-water) used (or contributed) as determined in Section 14-203 of the Code of the City of Goodland for debt retirement.
SECTION 3. For those contributors that contribute waste-water, the strength of which is greater than normal domestic waste-water, a surcharge in addition to the normal user charge will be collected The surcharge for operation and maintenance including replacement rs $0.91 per pound of BOD and $0.91 per pound of SS, and the additional surcharge for debt retirement is $0 00 per pound of BOD and $0.00 per pound of SS.
SECTION 4. Sections 14-203(b); 14-204(3) and 14-204(4) of the Code of the City of Goodland are hereby repealed.
This ordinance shall take effect January I, 2005 and be in force from and after said date and after its passage, approval and publication as provided by law.
