GOODLAND CITY COMMISSION

Special Commission Meeting

April 29, 2026                                                                                                                                 8:00 A.M.

Mayor Jason Showalter called the meeting to order with Vice-Mayor J. J. Howard, Commissioner Sarah Artzer and Commissioner Brook Redlin responding to roll call.  Commissioner Angie Cloyd was reported absent.

Also present from the City were Shauna Johnson – Deputy City Clerk, and Kent Brown – City Manager.

FORMAL ACTION

  1. Recommendation on Bid Award: Snow Removal Equipment Storage Building at Airport – Darin Neufeld, EBH Engineer stated, bids for the SRE Building were opened April 28th.  We have tabulated and verified calculations are correct. There was one bid received for the amount of $211,528.00, this bid came in under expected cost of $304,300.00. There will be some extra information the FAA will require because only one bid was received.  We have had correspondence with other entities stating they could not fit the project in to their schedule or they did not want to bid against a local bidder.  We recommend low bid from Miller Construction Services in the amount of $211,528.00 be approved pending approval from the FAA. The final approval from the FAA should be around August 1stON A MOTION by Mayor Showalter to approve low bid from Miller Construction Services in the amount of $211,528.00 pending approval from FAA seconded by Commissioner Redlin. MOTION carried on a VOTE of 4-0. 
  2. Contract Amendment No. 1 for Construction Engineering & Project Closeout for Snow Removal Equipment Storage Building – Darin stated, we will need a contract amendment to our engineering agreement for the construction engineering services of SRE Building.  The contract will need to be submitted to the FAA upon execution.  ON A MOTION by Mayor Showalter to approve Construction Services Contract not to exceed $64,883.48 and also the project closeout of $8,537.00: Snow Removal Equipment Storage Building seconded by Commissioner Howard.  MOTION carried on a VOTE of 4-0. 

ADJOURNMENT WAS HAD ON A MOTION Commissioner Artzer seconded by Vice-Mayor Howard.  Motion carried by unanimous VOTE; meeting Adjourned at 8:08 a.m.  Next meeting is scheduled for May 4, 2026.
