Regular Meeting
November 3, 2025 5:00 P.M.
Mayor Jason Showalter called the meeting to order with Vice-Mayor J. J. Howard, Commissioner Ann Myers, Commissioner Sarah Artzer and Commissioner Brook Redlin responding to roll call.
Also present were Dustin Bedore – Director of Electric Utilities, Jason Erhart –Chief of Police, Joshua Jordan – IT Director, Kenton Keith – Director of Streets and Facilities, Danny Krayca – Director of Parks, Zach Hildebrand – Code Enforcement/Building Official, Mary Volk – City Clerk and Kent Brown – City Manager.

ON A MOTION by Commissioner Redlin to approve Consent Agenda seconded by Commissioner Myers. MOTION carried on a VOTE of 5-0.
PRESENTATIONS & PROCLAMATIONS
- Police Chief presentation of award on missing person incident – Jason stated, I want to recognize four young men and women we are proud of for their assistance. On October 11th we had an elderly female that went missing in north part of town. She was last seen at 1:30 p.m. and reported missing an hour later. We searched everywhere and had no idea where she was. I put a post on Facebook and we had numerous people looking for her. Haisley and Hayden Short heard a voice. They called Joseph and Landin Von Lintel, who all began searching the area. They found her between a concrete fence and shed. If they had not gone out and searched the premises, it could have been a different situation. I feel they saved her life. I appreciate their assistance as we were uncertain where she was. That night I gave them Sonic tokens but tonight I would like to present them with challenge coins to show our gratitude for their assistance and a certificate of appreciation. I do not handout challenge coins very often, but it shows my gratitude.
Today we had another elderly female missing that we finally found safe over 5 miles in the country. She was on her bike and found in a corn field. She was trying to find her way back home. My dad had a similar disease. In the city you do not have the assistance we have in Sherman County. We had city and county crews assisting on the search. We cannot do it alone. Today, we also called in the KHP plane and asked assistance for drones.
Mayor Showalter stated, I would like to thank you young men and women for your assistance and for the community for your help today. We cannot do it alone.
ORDINANCES AND RESOLUTIONS
- Ordinance 1804: Rezone 603 and 605 Clark Avenue from C-1 to R-2 – Zach stated, Planning Commission has approved the zoning change from C-1 to R-2. Kendal and Jacque Cooper, property owners, submitted a request to change zoning on property to build two duplexes. This will provide a buffer to the commercial zone. Commissioner Artzer asked, do you have a time frame? Zach stated, the rezoning has to be published then wait 30 days to start construction work. ON A MOTION by Vice-Mayor Howard to approve Ordinance 1804: Rezone 603 and 605 Clark Avenue from C-1 to R-2 seconded by Commissioner Redlin. MOTION carried on a VOTE of 5-0.
- Ordinance 1805: Rezone 1612 Montana Avenue from R-1 to C-1 – Vice- Mayor Howard stated, as owner of the property, I will recuse from the commission to discuss this ordinance. Zach stated, J. J. Howard, property owner, submitted a request to rezone property from an R-1, Residential-Single family and two-family district to a C-1, General Business District to build a storage building. Commercial zoning zigs and zags along 17th Street, and lot is currently vacant. Mayor Showalter asked, were there any issues at the public hearing? Zach stated, only from the church who were concerned about variance, which he withdrew. Planning Commission recommends approval. ON A MOTION by Commissioner Redlin to approve Ordinance 1805: Rezone 1612 Montana Avenue from R-1 to C-1 seconded by Commissioner Myers. MOTION carried on a VOTE of 4-0. Vice- Mayor Howard joined the commission again.
- Resolution 2025-30: Set Public Hearing for Unfit Structure-520 W. 16th Street – Zach stated, I was contacted by Omar Alvarez, who was trying to pull permit on property. There is a lot of work to be done on property. This property was first brought to commission in 2010 when it was declared a nuisance. There has not been much addressed since then. The concern is foundation on north side where the walls do not sit on the foundation. There has been a lot of moisture damage on foundation plate. Code indicates it is not feasible for improvements costing more than 50% of the property value. The value of the house is $1,500. Commissioner Artzer stated, I assume the property is vacant. Vice-Mayor Howard stated, that property has changed ownership multiple times. Zach stated, I have sent the individual a list that needs to be completed. They have not contacted me since. It is difficult to get pictures inside because I would have to get them through the windows. There is a lot of work to be done. This resolution sets a public hearing for the dilapidated structure at 520 W. 16th Street for December 15, 2025. ON A MOTION by Commissioner Redlin to approve Resolution 2025-30: Set Public Hearing for Unfit Structure-520 W. 16thStreet seconded by Commissioner Myers. MOTION carried on a VOTE of 5-0.
FORMAL ACTIONS
- Sewer Main Rehab Project Proposal – Kent stated, these items were noted while completing the annual camera work of the sewer. These are the more immediate items we need to address. The list was provided by Johnson Service Company to rehabilitate(slip-line) four existing sewer mains within the collection system, completing section point repairs on three other locations, as well as some service repair and manhole rehabilitation. Estimate for all the work is $97,000. We have money set aside in CIRF for sewer improvements with additional money budgeted in 2025. They complete the camera work each year and will not be able to schedule work until next fall, but we need to plan ahead to get on their schedule. If commission wants to amend project scope, we can eliminate the section from 8th and 10th Street between Eustis and Washington Avenues for $20,000. Our recommendation is to complete the entire project as they are all priorities. Mayor Showalter asked, if we agree to the work, we will not pay until work is complete right? Kent stated, correct, when work is complete or supplies ordered. Mayor Showalter stated, I feel we need to complete entire project to keep sewage draining. Commissioner Artzer stated, I feel we need to do complete project also. ON A MOTION by Commissioner Redlin to approve the Sewer Main Rehab Projectby Johnson Services in the amount of $97,000 seconded by Vice-Mayor Howard. MOTION carried on a VOTE of 5-0.
DISCUSSION
- Joint City/County Commission meeting on November 17th at 5 p.m. – Kent stated, the County Commission agreed to meet with City Commission before our meeting on November 17th at 5:00 p.m. Topics discussed will be the request from the County for land west of Topside Manor.
REPORTS
- City Manager – 1. Manager memo is in the packet. 2. Shauna Johnson, Deputy City Clerk has completed the Certified Municipal Clerk requirements. Shauna stated, this was a four-year course, 3 days in person each year with homework to assist in learning more about duties of the clerk. 3. Zach stated, I met with property owners for 621 W. 17th and have a schedule for property improvements. I gave the two option to remove or fix the back addition. She opted to fix addition. She will have sixty days to complete improvement, then sixty days for the next step and sixty days to complete final painting. This gives her 180 days to complete. She is aware if improvements are not done, the property will go back to commission. 4. We have a code issue/ordinance violation regarding the RV’s parked in residential neighborhoods. We have not taken action at that property but we are working on ordinance to present for Planning Commission consideration. We have delayed enforcement but are aware of the violation. Mayor Showalter stated, in this case it is happening because we have asked Zach not to enforce right now, even though I do not like doing this. People need to abide by ordinances and we need to follow ordinances as written. I do not like how we have gone about this. We appreciate Zach not acting on that property at the current time. We realize it puts Code Enforcement and Police in a tough position. We should not get in this habit.

Vice-Mayor Howard – 1. Lights on walking path look good but if you live in area, it is bright. I feel we need timers on lights when the parks are closed.

Commissioner Myers – 1. Thank you to the young women and men for being observant and finding the elderly lady. 2. Trunk or treat was smooth and went well. Thanks to those organizing event.
Commissioner Redlin – 1. Thank you to the young women and men and to the parents for assisting to find elderly lady. You raised good children. 2. The trail lights are good. My wife walks trail every morning. 3. Go vote tomorrow.

ADJOURNMENT WAS HAD ON A MOTION BY Commissioner Redlin seconded by Commissioner Artzer. Motion carried by unanimous VOTE; meeting adjourned at 5:35 p.m. Next meeting is scheduled for November 17, 2025.
