Regular Meeting
February 4, 2019 5:00 P.M.
Mayor Brian Linin called the meeting to order with Commissioner Annette Fairbanks, Commissioner John Garcia, and Commissioner Jacque Schields responding to roll call. Commissioner Jay Dee Brumbaugh was reported absent.
Also present were Rich Simon – Director of Public Works, Dustin Bedore – Director of Electric Utilities, Suzanne McClure – Economic Development Director, Sami Philbrick- Museum Director, Brian James – Fire Chief, Sharmis Blake – Deputy City Clerk, and Andrew Finzen – City Manager.

ON A MOTION by Commissioner Fairbanks to approve Consent Agenda seconded by Commissioner Garcia. MOTION carried on a VOTE of 4-0.
FORMAL ACTIONS
- Election of Mayor – ON A MOTION by Commissioner Garcia to nominate Mayor Linin as Mayor for the City of Goodland seconded by Commissioner Fairbanks. MOTION carried on a VOTE of 4 to 0.
- Election of Vice-Mayor – ON A MOTION by Mayor Linin to nominate Vice-Mayor Brumbaugh as Vice-Mayor for the City of Goodland seconded by Commissioner Schields. MOTION carried on a VOTE of 4 to 0.
- Purchase Approval: Z-Boom Lift – Andrew stated, Rich has solicited bids for the purchase of a Z-Boom Lift. The purchase was budgeted for this year and the bids came in lower than expected. We received two bids, one from Foley Equipment which is a used lift and one from Berry Equipment. ON A MOTION by Commissioner Garcia made to accept the bid from Berry Equipment for $27,500.00 seconded by Commissioner Fairbanks. MOTION carried on a VOTE of 4 to 0.
DISCUSSION ITEMS
- Austin Park – Andrew stated, we have discussed cutting back on number of parks City owns and maintains. Austin Park is a small park located at 6th and Broadway, donated by Lori Phillip’s in memory of her father Dr. Kenneth Austin in 2004. The City has maintained park ever since. It is one of our least known parks with minimal use. I made contact with Lori to see if she was interested in taking it back and she is not. The ground is very small to build on so it might be hard to sell. Commissioner Fairbanks stated, I am sure someone in the neighborhood would be interested in it. Commissioner Garcia stated, I feel it would be fair to put property up for bids to allow everyone to bid on the property.
- Cherry Avenue Intersections – Andrew stated, I have had calls in the last few weeks about the intersections on 14th and 15th and Cherry. With the School being so close, they feel these intersections are being uncontrolled and it seems unsafe. Commissioner Schields stated, it does seem to be a little more dense and unsafe south on Cherry. Mayor Linin suggested staff monitor the intersections a little more to see if it is necessary. Brian James explained the sight triangle ordinance and indicated he would measure intersections to make sure there are no obstructions.
REPORTS
- City Managers Report- 1. As a reminder, City will be closed February 18th for Presidents Day, Commission meeting will be February 19th. 2. We will have new hospital leadership coming to next meeting. Free animal tag day was the 15th, we issued 530 tags. 4. The old transportation van is on sale at Purple Wave with the last bid of $2,300. Bidding closes tomorrow. 5. Joni Guyer has been working on the Cemetery chapel. We are installing new carpet and the pews have been sanded and stained. 6. February 19th Sporer will resume work on our street project. 7. We are soliciting bids for the concrete work on the Ossuarium. 8. The bid specifications for the dispatch remodel in basement are set to go out tomorrow.
- Fire Chief/Building Inspector– Brian James stated, Alex Weis’ last day for the City will be Friday as Code Enforcement. 2018 Building Inspection numbers are 145 code violation letters sent out, 240 Mowing letters sent and 166 building permits issued. For the Fire Department we had 115 fire calls with 6 being structure fires. Brian stated there are 46 firemen with the City and County combined. We can have as many as 50 so we are accepting applications. I have 10,000 feet of fire hose left to test. I also will be testing fire hydrants to get our ISO rating. I will also be meeting with boards to revisit codes and make sure codes are where they should be.
- Museum Director – Sami Philbrick stated, in 2018 the High Plains Museum had 3,861 visitors. The current exhibits are “K is for Kansas” and “Considering the Commonplace”. Both are traveling exhibits from the Kauffman Museum in Newton, KS. “K is for Kansas” explores our state through the alphabet and “Considering the Commonplace” is a photograph exhibit that asks visitors to look at the ordinary to discover the extraordinary. Our next exhibit is on music in Sherman County. The Museum Board has undertaken strategic planning to improve the museum and I will be back to report once the plan is finished. For the Big Kansas Road Trip the museum will offer their annual cemetery tour, build your own helicopter with races, and offer the driving tour of the county.

Commissioner Schields – 1. Wanted to pass on, some citizens said thanks for the Pickle Ball Court, they had so much fun using it.
Commissioner Garcia – 1. I was driving around and saw the curb at 1602 Broadway is in bad shape and needs looked at.
Commissioner Fairbanks – 1. I was wondering where the cars in the front yard ordinance stand?
Andrew stated, we have been working on enforcement of that ordinance. We are working through the citation and enforcement process being short man power now.
Vice-Mayor Brumbaugh – Absent, No Report.
- Mayor Linin– I want to thank you for electing me Mayor again. I enjoy serving as Mayor and appreciate your confidence in me.
EXECUTIVE SESSIONS
- Under the authority of KSA 75-4319 (b)(1) for personnel matters for nonelected personnel – Mayor Linin made a motion at 6:10 p.m. to recess into executive session under authority of S.A.75-4319 (b)(1) for personnel matters for nonelected personnel not to exceed twenty minutes. I request the Commission and Andrew be present. Commissioner Fairbanks seconded the motion. MOTION carried by a VOTE of 4-0. Meeting resumed at 6:30 p.m.
ADJOURNMENT WAS HAD ON A MOTION by Commissioner Fairbanks seconded by Commissioner Schields. Motion carried by unanimous VOTE, meeting adjourned at 6:30 p.m. Next meeting is February 19th.
