GOODLAND CITY COMMISSION
Joint Meeting
February 26, 2018 5:45 P.M.
Mayor Brian Linin called the meeting to order in the USD 352 Board room with Vice-Mayor Jay Dee Brumbaugh, Commissioner Jacque Schields, Commissioner Annette Fairbanks and Commissioner John Garcia responding to roll call. Also present were Mary Volk – City Clerk and Andrew Finzen – City Manager.
Present from the County Commission were Chairman Larry Enfield, Commissioner Rodney Blake and Commissioner John Topliff. Also present was Ashley Mannis – County Clerk.
Present from the School Board were Vice President Terry Smith, Member Gennifer House, Member Brad Schick, Member Travis Daise, Member Brad Bergsma and Member Dianna Spinney. President Jessica Cole was reported absent. Also present were Bill Biermann – Superintendent and Deb Winter – Board Clerk.
PUBLIC HEARING
Mayor Linin opened the public hearing at 5:45 p.m. Mayor Linin stated, County Attorney Charles Mosier and City Attorney Jake Kling discussed the NRP. It was determined the requirement for all entities to approve NRP applications once the applicant met criteria for the plan was not legal. All changes have been made to plan stating if applicant meets plan criteria, application is approved. We need to approve a new Interlocal Agreement for NRP. No further comment so Mayor Linin closed hearing at 5:50 p.m.
NRP APPROVAL
ON A MOTION by County Commissioner Topliff to approve Resolution 18-7: Adopting an NRP seconded by County Commissioner Blake. MOTION carried on a VOTE of 3-0. ON A MOTION by County Commissioner Topliff to approve Resolution 18-8: Adopting NRP Interlocal Agreement 2018 seconded by County Commissioner Blake. MOTION carried on a VOTE of 3-0. ON A MOTION by Board Member House to approve Resolution 2018-01: Adopting NRP Interlocal Agreement 2018 seconded by Board Member Bergsma. MOTION carried on a VOTE of 6-0. ON A MOTION by Commissioner Garcia to approve Resolution 1516: Adopting NRP Interlocal Agreement 2018 seconded by Commissioner Fairbanks. MOTION carried on a VOTE of 5-0.
ADJOURNMENT WAS HAD ON A MOTION Vice-Mayor Brumbaugh seconded by Commissioner Fairbanks. Motion carried by unanimous VOTE, meeting Adjourned at 5:53 p.m.
