GOODLAND CITY COMMISSION

Special Commission Meeting

 

January 8, 2018                                                                                                                                       5:00 P.M.

Meeting was called to order by Mayor Brian Linin with Vice-Mayor Annette Fairbanks, Commissioner John Garcia and Commissioner Gwen Mai responding to roll call.  Commissioner Gary Farris was reported absent.

 

Incoming Commissioners present were Jay Dee Brumbaugh and Jacque Schields.

 

Also present were Rich Simon – Director of Public Works, Joni Showalter-Police Chief, Mary Volk – City Clerk, and Andrew Finzen – City Manager.

 

Mayor Linin led Pledge of Allegiance

 

Commissioner Farris reported to meeting

 

PRESENTATIONS & PROCLAMATIONS

  1. Recognition of Outgoing City Commissioners – Andrew presented a plaque to Commissioner Mai and Commissioner Farris for their service on the City Commission.
  2. Oath of Office and Installation of New City Commissioners – Mary administered Oath of Office to Commissioner Jay Dee Brumbaugh, Commissioner John Garcia and Commissioner Jacque Schields.

 

FORMAL ACTIONS

  1. Election of Mayor – ON A MOTION by Vice-Mayor Fairbanks to appoint Mayor Linin for another term as Mayor seconded by Commissioner Brumbaugh. MOTION carried on a VOTE of 5-0.  Mary administered Mayor Linin the Mayor Oath of Office.
  2. Election of Vice-Mayor – ON A MOTION by Commissioner Garcia to appoint Commissioner Brumbaugh as Vice-Mayor seconded by Vice-Mayor Fairbanks. MOTION carried on a VOTE of 5-0.  Mary administered Commissioner Brumbaugh the Vice-Mayor Oath of Office.

 

EXECUTIVE SESSIONS

Executive Session – Under authority K.S.A. 75-4319 (b)(1) for a preliminary discussion relating to personnel matters for nonelected personnel – Commissioner Garcia made a motion at 5:10 p.m. to recess into executive session under authority of K.S.A. 75-4319 (b)(1) for personnel matters of nonelected personnel not to exceed thirty minutes.  I request the Commission, Gwen Mai and Gary Farris be present.  Vice-Mayor Brumbaugh seconded the motion.   MOTION carried by a VOTE of 5 to 0.  Meeting resumed at 5:40 p.m.   Commissioner Garcia made a second motion at 5:40 p.m. to recess into executive session under authority of K.S.A. 75-4319 (b)(1) for personnel matters of nonelected personnel not to exceed twenty minutes.  I request the Commission, Gwen Mai and Gary Farris be present.  Vice-Mayor Brumbaugh seconded the motion.   MOTION carried by a VOTE of 5 to 0.  Meeting resumed at 6:00 p.m.   Commissioner Garcia made a third motion at 6:00 p.m. to recess into executive session under authority of K.S.A. 75-4319 (b)(1) for personnel matters of nonelected personnel not to exceed fifteen minutes.  I request the Commission, Gwen Mai and Gary Farris be present.  Vice-Mayor Brumbaugh seconded the motion.   MOTION carried by a VOTE of 5 to 0.  Meeting resumed at 6:15 p.m.

 

ADJOURNMENT WAS HAD ON A MOTION Commissioner Fairbanks seconded by Vice-Mayor Brumbaugh.  Motion carried by unanimous VOTE, meeting Adjourned at 6:15 p.m.
