STREET DEPARTMENT

GENERAL INFORMATION:

Sealed bids will be received by the City of Goodland for a 2023 Wheel Loader or Newer. The City of Goodland reserves the right to waive minor technicalities under this specification. Federal and State laws supersede any conflicting part of this specification.  The unit shall be a current model, new and unused, under standard production by the manufacturer. All parts utilized on the unit shall be new and unused.  

All bids must be received in the City Clerk’s office on or before Wednesday, May 10, 2023 by noon – 12:00 p.m. MDT.  This unit(s) shall be delivered complete, serviced, and ready for work, and shall include all standard equipment as stated in the attached specifications.  Bidder shall include brochure and warranty information with their bid.  All bids should be marked, “2023 Wheel Loader”, on the outside of the envelope.

            The bids will be opened for review in the office of the City Manager at noon – 12:00 p.m. MDT on Wednesday, May 10, 2023.  Bid award will take place the following Monday, May 15, 2023 at the regularly scheduled Commission Meeting.

            Payment for this Wheel Loader will be in lump sum after delivery of the equipment, compliance with all of the accepted Bid Specifications, approval of the City Manager and City Commission but not sooner than the first regular City Commission Meeting following delivery and acceptance.

            Should the bids come in above or below anticipated cost, the City reserves the right to adjust bid specs accordingly. The City of Goodland reserves the right to accept or reject any or all bids for any reason or reasons deemed necessary.

MINIMUM SPECIFICATIONS

Street Department

Engine

  • Tier 4, 6 cylinders, minimum 6.6 liter, with at least 160hp turbo charged
  • Automatic fuel priming pump
  • Cold start package
  • Block heater

Cooling

  • Radiator and coolers shall be accessible from ground level on the same side of machine and with 6 fins per square inch
  • Hydraulically driven cooling fan
  • Radiator should have sight gauge level

Hydraulics

  • Must have sight gauge
  • Loader shall have a recommended 2,000 hour filter change life
  • Must have programmable flow for third valve and speed setting for lift and curl
  • Locking float on boom
  • Loader must have snubbing loader cylinders
  • Loader shall have heavy duty hydraulic cooler with 6 fins per inch
  • Implement hydraulics shall be load sensing
  • Steering and implement pumps should be separate
  • Must have 3rd valve with control on joystick
  • Must have ride control/ Carry
  • Must have return to dig setting /function

Transmission

  • Transmission shall have operator selectable creeper control for ground speed from 0.6 mph to 8mph with independent control for ground speed and engine speed
  • Loader may have rim pull control programming from secondary monitor system to minimize tire wear and slippage
  • Loader shall have forward/neutral/reverse switch on joy stick
  • Must have transmission oil sight gauge

Brakes

  • Loader shall have electronic park brake switch
  • Parking shall be a disk and caliper
  • Single floor pedal shall function as a ground speed control and a brake to maintain high engine rpm for fast cycle times and hydraulic flow

Steering

  • Steering shall articulate at a 40 degree angle each direction
  • Steering cycle time shall be less than 3.5 seconds

Axles

  • Front axle shall contain means of locking the front differential with a joystick mounted control without stopping loader
  • Limited slip rear axle
  • Locking differential front and rear

Wheels

  • Tire size shall be 20.5 x 25 radials with 3 piece rims

Loader Linkage

  • Loader shall have JRB 420 Hydraulic quick coupler
  • Must have parallel z-bar linkage
  • Bucket pin height shall be no less than 12’4”

Operators Station

  • Secondary display for engine monitoring, creeping, rim pull, fuel usage, throttle control and hydraulic 3rd valve flow setting
  • Shall have A/C and Heat
  • External heated mirrors

  • Top of cab mounted flashing strobe beacon (led)
  • Radio

  • Automatic programmable kick outs from the cab for bucket/fork position, bucket tilt, bucket lowering setting and bucket height setting

Bucket

  • Bucket shall 3 cubic yd. with smooth cutting edge with JRB 420 hydraulic coupler
  • Bucket dump clearance shall be a minimum of  9’1” at 45 degree dump
